We chatted about this a bit more [https://wordpress.slack.com/archives
/core-restapi/p1487713175004688 in Slack]. Still no consensus on what to
do about it. Comment from @rmccue explaining the current behavior:
> The main reason we dropped the timezones was so we didn't expose data we
have no real authority over
with the noted drawback that this makes working with the returned dates
more difficult.
The combination of #38883 and #39854 would probably be a reasonable
workaround here.
Given the lack of consensus, and the fact that this change could be a
fairly significant backwards-compatibility break, and finally the fact
that 4.7.3 is upon us, I'm going to remove it from the milestone.
We could also consider a `?_timezones=true` parameter that adds timezones
to date responses, though I'm not crazy about that idea either.
