 The [https://core.trac.wordpress.org/browser/tags/4.7.2/src/wp-includes
 /ms-functions.php?marks=1822#L1821 DocBlock] of
 `wpmu_log_new_registrations()` says that it logs ''user'' registrations
 but in reality it's hooked into `wpmu_new_blog` which creates new
 ''sites''.
