 The visual separation makes sense but should probably go further to feel
 more intentional - these are actual widgets with data, not available
 widget types that can be instantiated. Maybe even matching the style of
 widgets in a sidebar, as the admin screen does?

 I've always envisioned an inactive widgets section at the bottom of the
 available items panel that accordion-expands; that may not easily
 integrate with the search, though. There is a nice simplicity about
 including them with new widgets.

 I'd also keep #39910 separate from this - no need to tie that into this
 even though it's related.
