 First up, really like that this is happening. It's something that will
 have a lot of user impact and benefit.

 I think it could be good to prototype both ways and explore them as they
 are different enough for that.

 I do wonder about the non-popover approach though. I'm possibly feeling
 it's a little not as natural as the popover - it feels less of an existing
 pattern in WordPress. In saying that, it's not a bad idea to explore new
 things.
