 What you're describing sounds to me like expected behavior. Queries for
 terms in hierarchical taxonomies (like `category`) include child terms by
 default,
 [https://developer.wordpress.org/reference/classes/wp_tax_query/__construct/
 per `WP_Tax_Query::__construct()`].
