Comment:

 I tested with a fresh install of 4.7.2 and don't see this problem. I had
 previously deactivated all my plugins except those required for
 authorization thinking this would eliminate any plugin related issues.
 I've had a couple of different membership plugins installed in the past
 and I'm guessing one of these left something residual in place.
