 If the get_terms API can not properly return the count in the requested
 context, than what is the use of it returning a count at all?

 Or stated differently, if the result of the API is not reliable then the
 WP_Terms_List_Table class should not rely on the count returned by it and
 run additional query to get the correct number, or not show it at all.
