Comment:

 So in the end, it seems that in lieu of having a domain mapping plugin, it
 seems that core just doesn't work properly when the domain differs between
 the `siteurl` and `home` (a difference of `http:` vs `https:` is
 accomodated), and this appears to have been the case in customizer's
 inception.

 If anyone can determine if this is a regression in any way in 4.7 that
 would be helpful. If the issue happened in 4.6 as well, as I found, then
 this issue may indeed be `wontfix`.
