 Current behavior (since support for
 [https://codex.wordpress.org/Switching_to_PHP5 PHP 4 was dropped]) is that
 WordPress allows users to install/upgrade, but when they run WordPress, it
 just says
 {{{
 Your server is running PHP version 4.4.9-nfsn1 but WordPress 3.2.1
 requires at least 5.2.4.
 }}}

 Instead of just increasing this "requires at least ..." version, we would
 prevent users from upgrading their still working 4.9.x WordPress to 5.0.
