 I have come to agree. This should never be added for the following
 reasons:
 * A maximum version somewhat encourages not being required to be
 compatible with the latest version, which is bad.
 * A maximum version is something that devs likely forget to update,
 causing unnecessary worries for users since the plugin may seem as if it
 didn't work with the latest PHP version, just because the dev is lazy or
 forgot.
