 Thinking further about the above, [attachment:40922.7.diff] would actually
 solve it in a clean way:

 * Grant users with `edit_theme_options` the `customize` capability.
 * Then grant users with the `customize` capability all the
 `customize_changeset` capabilities.

 This would be the most flexible way IMO.
