 This came up again as an issue from one of our support folks at
 WordPress.com:

 > Most users feel lost on how to get the sidebar widget appear in
 customizer, on themes that do not have it on the front page. We then need
 to guide them to click on a page on the right side that does have a
 sidebar. This seems less intuitive. A better approach may be to have
 perhaps a grayed out widget area that is currently not visible on the page
 live on customizer. Maybe a label on that about what template within the
 theme, the widget appears on the theme . This could be similar to the
 widgets that get grayed by visibility rules.
