 I missed this ticket update initially, so updating a bit late.

 If you're a shared hosting company, and the `.htaccess` method fixed it,
 this means that your Imagick/Imagemagick either has a bug in terms of the
 versions used/compiled for the platform, or it isn't configured correctly.

 The OpenMP/threading issue is not a WordPress bug, so I'd suggest fixing
 it globally so that your WordPress customers don't have this problem
 anymore.

 One of the simplest solutions would be to use the same configuration that
 fixed it in the `.htaccess` rule for the one customer on the rest of the
 platform. I'd also suggest having your SysEng team take a look at Imagick
 and Imagemagick on your platform to make sure it's compiled with equal
 versions, and configured appropriately for your systems.
