 Not sure about this - I wonder how many plugins/themes really need this?
 What about maintaining the additional file and the increase in the overall
 package size? How long do we keep it around?

 In case we do decide to keep it, here is a patch:

 * include current jQuery 1.12.4 with 'jquery-legacy' handle.
