 I am -1 on this change.  This should be achieved by a combination of
 `remove_filter`, `add_filter`, and where necessary, fixing the core logic
 instead to be less confusing.  (You referenced "Just In Time code that
 adjusts the attached filter functions" - can we get a link to this code
 please?)
