 I don't know how stable it is, but the new plugin directory has some shiny
 REST API endpoints that contain icons. Only for single requests though it
 seems, e.g. https://wordpress.org/plugins/wp-
 json/plugins/v1/plugin/akismet

 Might have to nudge meta team once again for this one.
