 This Trac is used for enhancements and bug reporting for the WordPress
 core software. Does the issue still happen with all plugins disabled and a
 default theme (Twenty Seventeen) activated?

 One of the plugins or the theme you use might have a feature that allows
 the `<title>` tag to be different from the actual post title, generally
 for SEO purposes.
