 [attachment:customizer-widget-presets-i3_topv2.png] is an updated revision
 that puts the inactive widgets back at the top, and adds "x" buttons to
 inactive widgets in search.

 I opted to not make any changes to the inactive widget cards themselves
 for now. They can grow in height depending on the length of the widget
 title, but I don't think we should otherwise artificially constrain or
 inflate the size of the cards. They're currently similar in size to the
 active widget cards and show about the same amount of information (more,
 since they also include an icon! Maybe we should do this for all active
 widgets, too). Since every widget is different, we should consider
 exploring unique card designs in a future iteration that showcase more
 information.
