 I've rewritten and updated the small plugin I'd posted as a Gist some time
 ago. It's now in the repo as [https://wordpress.org/plugins/inclusive-
 parents/ Inclusive Parents] (and on [https://github.com/sillybean
 /inclusive-parents GitHub], if you want to contribute). The proposed patch
 would be more comprehensive, but this does add unpublished pages to parent
 dropdowns (edit, quick edit, and bulk edit), the nav menu checklists, the
 page widget, and wp_page_menu().
