 Adding documentation to core JavaScript files has been an ongoing project
 for us since WordCamp EU.

 Following tickets https://core.trac.wordpress.org/ticket/37717 and
 https://core.trac.wordpress.org/ticket/37718

 This patch only adds documentation and touches no functionality.

 Created the patch together with
 [https://profiles.wordpress.org/boblinthorst @boblinthorst] he should also
 receive props on this.
