 We discussed this in the accessibility bug scrub.
 In fact this is a design issue.
 From our point of view: the tabs should be added the main heading in the
 source, the rest is up to the designer.
 This could be a nice design feature project.
 Plan is to also look at it on the WordCamp Netherlands contributors day.
