 This behaviour is not new. I thought I created a ticket for that but can't
 find it right now (or haven't created it…).

 `load_textdomain()` can be called multiple times for the same text domain
 but existing translations are not overwritten.

 Would [attachment:37819.diff] revert the change from #34213?
