"Not readily available to end-users" as in "there is no button for it in
the WordPress toolbar, so unless you know about the element and how to
mark it up, you can't use it."

?
Yes, it would serve that purpose. Which makes me wonder if maybe we should
be replacing the Underline button with a Highlight button. After all,
highlighting has become really popular on Medium etc.
