 Regarding the conversation around the headings in `formatselect`, I
 strongly insist on not including H1 in there. We can even call `<h2>`
 "Heading 1" (actually makes a lot more sense for the user), but what is
 added in the editor is an `<h2>` tag. Heading 1 is simply a reference to
 the hierarchy - the first level of heading in the document. Semantically
 that would be `<h2>`. Does this make sense to you? This is probably a
 separate ticket, but I've seen a lot of comments around this and wanted to
 bring some UX logic into this discussion.
