Comment (by swissspidy):

I spent a good amount of time replacing the whole admin menu with
 [https://github.com/wearerequired/admin-menu-manager a Backbone.js-based
solution]. It's really painful when there's no solid PHP code to interact
 with.

Last time this has come up was as part of the
 [https://make.wordpress.org/core/features/toolbar/ toolbar experiments]
feature project. One goal there is to ''show the admin menu as a toolbar
 dropdown on the front end''.

We never managed to discuss it further, but @boonebgorges has experience
with a similar rewrite in BuddyPress with backward compatibility, see
 https://buddypress.trac.wordpress.org/changeset/10745.

See also the patch from #33418.

I'll try to dedicate some time to tackle this in the near future.
