 I've been thinking about this for a while, and in my opinion the
 Customizer *is* "edit mode". The button you describe is the "collapse"
 button on the sidebar, which toggles out of "edit mode" and back to
 "preview mode".

 We took this approach with the customize-direct-manipulation plugin: if
 you collapse the sidebar, the edit buttons in the preview disappear.
