 (First time commenter on this ticket, and I've not read through all of the
 history, so please forgive my jumping in here.)

 I've been experimenting with using a Select2 dropdown to take the place of
 the `dropdown-pages` controls for Page on Front and Page for Posts. Latest
 state of the [https://github.com/xwp/wp-customize-object-selector
 Customize Object Selector] feature plugin is to prevent the “page on
 front” and “page for posts” from being able to be set to each other to
 begin with by excluding each other from each other's queries. These
 Select2 dropdowns also integrate with Customize Posts to allow for new
 pages to be created in the customizer, removing a block that users would
 experience otherwise if the page hadn't been created already. This is
 similar to what was addressed in #34923 for nav menu items, except it
 allows the page to be fully authored. Here's a short demo video:
