 A side by side comparision between the current UI and the propesed one:
 [attachment:22058-compare.png].

 Here I also added back the options for background repeat:

 * No Repeat
 * Repeat Horizontally
 * Repeat Vetically
 * Both

 I'm not sure if this should be limited to only repeat/no repeat. See
 [attachment:22058-background-patterns.png] for some common repeat
 patterns. While the second scenario may not be used as much today (fixed-
 width content with vertically repeated background), first one may still
 applies in many cases.
