 The best solution I can come up with is the attached patch. The only place
 I could find to check for is_network_admin()  is before error_scrape is
 called. I have added the value to the GET parameters so I can  fetch it
 and pass it to activate_{plugin}. In my tests this works well and has no
 negative impact.
