 Menus: Correct the docblocks for `Walker_Nav_Menu`, `wp_nav_menu()`, and
 `walk_nav_menu_tree()`.

 This corrects the parameter type for the `$args` and `$item` parameters
 passed throughout these functions, class methods, and hooks.
