 [attachment:26511.2.diff] includes the previous suggestions including a
 `test_restore_locale_action_passes_previous_locale` test.

 There's also an incomplete
 `test_switch_to_locale_changes_wp_locale_global` test to assert the
 `$wp_locale` object contains the correct variables. It's incomplete
 because the translation files in the test directory (introduced in #35284)
 do not contain the necessary translations. The easiest way to solve this
 would be to add translation files for an RTL language.
