 I would be okay with the proposal from @mrahmadawais if the center-align
 button were moved down with the other alignment buttons and the
 indent/outdent buttons were kept on the top level after lists. I would
 also prefer for underline to stay in the second row, since it's not
 semantic and it's there now.

 We could do surveys and maybe user tests but it's going to be extremely
 difficult to quantitatively determine what the best approach is. I don't
 know how much we could pick up from user testing here, since individuals
 have bias and any test steps will carry bias in the tools that they direct
 a user to use. We'll likely end up have to make a decision without that
 information, and as the ticket initially proposed, basing it largely on
 semantics seems logical (starting with headings, then emphasis, etc.).
