Comment:

 Thanks for the updqate @afercia. The patch looks good to me. I tested on
 Chrome on Windows 10 and was able to navigate in and out of the customizer
 with keyboard-only both with and without `customize-loader`, with keyboard
 focus moving and being constrained as expected.

 Let's get [attachment:33228.diff] committed, and we can follow up if any
 other issues come up.
