 It looks like this broken in [37476] when the DOM was changed to
 [https://github.com/WordPress/WordPress/blob/fd40a16ad1626156e0806fba29828b223a98bb5e
 /wp-admin/js/customize-controls.js#L2568-L2573 insert a notification
 container] after the title. [attachment:38561.diff] wraps the sections in
 a container to fix the previous behavior and adds some much needed spacing
 between the sections.
