Comment (by joemcgill):

 In [attachment:38172.19.diff] fires a `wp-custom-header-video-loaded`
 event whenever we load the custom header video which themes can listen for
 to make changes based on the inserted video. For example, in Twenty
 Fourteen, we recalculate the header height once the video loads so we can
 fix the navigation to the top of the screen on scroll.
