 The two current flows end up being

 Appearance > Menus > Edit Menus
 Appearance > Menus > Manage Locations

 Appearance > Customize > Menus
 Appearance > Customize > Menus > Menu Locations

 Would it make sense have them both set the same, so Menu Locations?
