Comment (by celloexpressions):

 [attachment:38426.3.diff] merges the theme sections together into a
 generic "theme options" section. We should user test this against the
 option of putting the front page controls in the static front page
 section.

 I also made a couple tweaks to ensure that the new visible edit shortcuts
 don't have any issues. Should be ready for a commit. Note that the file
 renames need to be done in SVN by the committer, then the revisions to the
 JS files can follow that up.
