Comment:

 Reference the latest changes on https://github.com/xwp/wordpress-
 develop/pull/179 and the testing results discussed on Slack in #core-
 customize last night (and general discussion on this yesteday). Pending a
 few final tweaks on the PR this morning, this is ready for an initial
 commit. A Make/Core post has been drafted detailing the new feature's
 implementation and how to add support in themes, and can be published
 later today pending approval. See also #38513.
