 I'm realizing that for panels, we'll need to either autofocus the back
 arrow, the help icon, or the first child section heading. The previous
 patch's behavior required tabbing to get "in" to the section/panel after
 it opened, but still constrains tabbing within the opened section. Is that
 an option @afercia? If not we'll need to decide which focus target is best
 and know that it'll show the new border styling.

 For what it's worth, I find visually-clear hover styles extremely helpful
 in both seeing more generally where the cursor is and where it can click.
 Cursors tend to be kind of hard to see/focus on in a lot of contexts. I
 generally prefer using touch over mouse anyway, but that's something to
 consider. In terms of this ticket, I don't necessarily have an opinion
 either way since I know I'm biased here.
