 [38939] reduces the clarity of the heading levels. Yes starting at `2` is
 weird, but having a clear heading hierarchy is important. This needs user
 testing if it's to stay in.

 In addition, the removal of the heading numbers looks like it'll only work
 for English text, due to the hard-coding of `Header` in `plugin.js`.
