 After today's discussion, the consensus is to go with:
 > - move formatselect to first position on top row and remove Heading 1.
 > - remove `alignjustify`
 > - remove `underline`

 That makes the top toolbar quite longer. Also there is a LTR button added
 there when in RTL mode. Perhaps we can "copy" from the Calypso editor
 toolbars and move `strikethrough` and `hr` down too?
