 Tested the patch. I don't quite get why the Filter Feature Themes and
 Favorites sections are still included. As the capability argument shows
 (`install_themes`), those too need to be hidden for multisite contexts.

 PS. I'm still sad that this pretty new UI/UX will not be available for
 multisite installations.
