 [attachment:29158.i9.2.diff] unifies the transitions per the comment
 above, and also removes color schemes.

 The color schemes define colors that we're using the default color of
 (`#0073aa`). But we use it much differently here that the way it's used
 elsewhere, such as in the admin menu, and there are numerous secondary
 colors tinted accordingly with this base color. At this point, I think the
 best solution is to stop applying color schemes to the customizer entirely
 (primary buttons are probably the only thing that will still change).
