 Regarding icons, that 1st icon is very similar to buttons in other editors
 (Word, G Docs, etc.) where the end-user gets to pick the highlight color.
 I think that sends the wrong message to users.

 I like 3 the most as it's rather literal. I think 2 could work with some
 refinement to make it more highlighter-y. Just searching for

 Given the current discussions of semantic formatting, I think we should
 keep the [https://developer.mozilla.org/en-US/docs/Web/HTML/Element/mark
 definition and intention of <mark> in mind when thinking about an icon]:
