 Customize: Fix unit tests when `twentyfifteen` is `WP_DEFAULT_THEME`
 instead of `twentysixteen`.

 Use an inactive core theme for previewing theme switch instead of assuming
 `twentysixteen` is installed and active and `twentyfifteen` is not.
