 [attachment:26511.11.diff] renames `$switched` to `$switched_locale`.

 I also added a missing `restore_previous_locale()` in
 `wp_new_blog_notification()`. But I think we can remove the locale switch
 because the function is only used for a new install see `wp_install()`.
