This is a new feature, so I understand we're still mostly working in the
frame of mind of the customizer and in that perspective one can imagine to
toggle this as being an extra feature layered on top of the existing.
However, from a user perspective, they have already clicked on customizer.
They are already editing.
The "Customize" button on the admin bar '''is''' the edit button.

A question on accessibility here: all the direct manipulation buttons are
extra pointers to existing customizer controls. In practice, they provide
a direct access to panels.
In terms of accessibility, does it even make sense to make them
accessible, instead of hiding them entirely, given there's already another
accessible way to do the same thing (as much as the customizer navigation
is accessible)?
This is probably a meta-question, not strictly related to this scenario,
so feel free to answer both in theory and in this specific case. :)
