 Agreed. This is an important design and UX issue. I still believe that
 this should be the sidebar collapse button, however. Why not move the
 sidebar collapse button to somewhere more distinct?

 This is a tricky point. Not just for widgets, but also for things like
 header images and themes where site-title is hidden when empty. I think it
 can be done, but maybe this is a future feature?
