 @gsarig @madis @programmin @snowboardmommy @earnjam @andru.bonus - I
 believe I tracked down the issue here to a general flaw in the way we
 enqueue "Touch Punch" - the jQuery library we use to make jQuery UI
 draggable/sortable work on touch devices. Our logic was flawed and was
 only enqueueing the script correctly on certain devices and definitely not
 on browsers like chrome on desktop windows with touch screen.

 Can you please test the final patch on that ticket -
 https://core.trac.wordpress.org/attachment/ticket/31652/31652.2.diff and
 let me know if it resolves the sortable functionality on your devices?
 Also can you please mention the physical device your are testing on and
 specifically whether it is a touch screen device as this seems to be the
 root of the issue.
