 Hi there,

 The post editor looks perfectly fine with no plugins and a default theme
 on my end.

 This does sounds like a plugin or theme conflict causing issues for you
 though, and I would urge you to follow the default troubleshooting steps
 of disabling any plugins (I know this isn't a simple step with W3Total
 Cache, but is a necessity) and also testing with a default theme such as
 Twenty Sixteen.

 I'll leave this ticket as `worksforme`, as vanilla WordPress doesn't
 behave like this. For help with troubleshooting I'd recommend opening a
 topic on the [https://wordpress.org/support Support Forums], and if you do
 discover a bug in core I welcome you to open the ticket back up at that
 time.
